Introduction

The Islamabad Capital Territory (ICT) Child Protection Act, 2018 has been enacted to provide protection services to vulnerable children at ICT level.

The Child Protection Institute (CPI), established under the ICT Child Protection Act of 2018, is dedicated to safeguarding vulnerable children by providing them with essential protection services such as shelter, rehabilitation, counselling, and family reunification. Child Protection Institute was inaugurated on 10th June, 2021.

Child Protection Committee Responsibilities and Support Entities

Protection of children against various forms of exploitation and abuse is the core mandate of CPI. However with limited resources, it is quite difficult to extend the outreach services to all children at grassroots level. In this regard, CPI has supported establishment of notified Child Protection Committees at clusters level. These CPCs consists of  proactive and influential people at the community level, who volunteer to mobilize their respective communities for awareness raising on child rights with particular focus on child protection and child labour, building the CPCs capacity to disseminate the information through community sessions and promotional materials, identifying cases of exploitation and child labour and reporting to CPI and other relevant authorities. In addition, these committees aim to raise awareness on available social protection and welfare programmes, and child protection mechanisms at grassroots level to enhance protection of children against exploitation.

Roles and Responsibilities

  1. Support children living in the streets and engaged in child labour: The Child Protection Institute focuses on assisting homeless children who are living on the streets and children engaged in child labor.
  2. Specialized support to differently abled children: The institute provides specialized support and care for children with special needs, ensuring their well-being and development.
  3. Medical Examination and Aid: Children received at the institute undergo thorough medical examinations, and necessary medical aid is provided to address their health issues.
  4. Rescue, Recovery, and Rehabilitation: The institute is actively involved in rescuing children from hazardous situations, recovering them from exploitative environments, and providing rehabilitation services to aid their recovery.
  5. Reuniting Children with Family: Efforts are made to reunite children with their families whenever possible, ensuring a safe and supportive environment for their growth.
  6. Referral to Care Centers: When family reunification is not feasible, the institute refers children to appropriate care centers such as orphanages or shelters that can provide them with a nurturing environment.
  7. Administration for Child Protection: The institute manages administrative tasks related to child protection and ensures that necessary protocols and procedures are followed for each case.

After having ratified the United Nations’ Convention on the Rights of the Child (UNCRC) in 1990 and its Optional Protocol on Sale of Children, Child Prostitution and Child Pornography in 2011, Pakistan is committed to implement their provisions in true spirit.

Islamabad Capital Territory Child Protection Act 2018, a comprehensive legislation that complete framework for protection of children, is reflective of this unwavering commitment.  Child Protection Institute (CPI), established under this Act, is part of the continuous effort by the Government of Pakistan to create safe environment for children.

The Ministry of Human Rights is committed to provide necessary tools, support, and infrastructure to the CPI so that the institute could fulfil its vital role in protecting children. To accomplish this goal, a collective effort by all stakeholders including services providers, relevant governmental agencies, non-governmental organizations, and community stakeholders, is vital. Together, we can create a safer and healthy environment for our children, where their rights are respected, their voices are heard, and their dreams are nurtured.
